Position:            Project Management Assistant

Project Title:  Project “National Public Health Institute Strengthening in Cambodia” 01 August 2018 – 31 July 2019

Salary:               1,000US$/Month

  1. Background

The National Institute of Public Health (NIPH) is a semi-autonomous public institute, which has a broad public health mandate. The NIPH mandate includes three main functions: i) laboratory, including serving as the national reference laboratory; ii) research, mainly focused on providing the Ministry of Health (MOH) with health system research and policy support; and ii) public health training, including MPH and MSc programs in Epidemiology, Nutrition and Hospital Administration.

From 01 August 2018 – 31 July 2019, the International Association of National Public Health Institutes (IANPHI), through Emory University, has provided financial support to a project namely “National Public Health Institute Strengthening in Cambodia” and has assisted NIPH in identifying additional potential partners and resources. NIPH has received additional technical and financial support from its current partners, including US-CDC in Cambodia, Institute of Tropical Medicine Antwerp (ITM), and German International Cooperation (GIZ).   

To support the project management, NIPH is seeking a qualified candidate to fill the position of Project Management Assistant who will provide overall assistance to the Project Manager on the project management and other NIPH related activities. 

The successful candidate will work for 1 year at NIPH under the supervision of Prof. Chhea Chhorvann, project director and director of NIPH.

  1. Requirements & qualification
  • Have at least master degree in the field of Public Health or health related field
  • Have at least three years of work experience in project management
  • Proven English proficiency in writing, speaking and understanding
  • Experience in writing report in English
  • Excellent oral and written communication skills
  • Willing to learn and work in a challenging environment.
  1.                Roles & responsibilities
  • Provide administrative support to the project manager
  • Monitor the progress of the project – technically and financially
  • Write report or other memos related to the report
  • Take minutes of the meetings related to the project
  • Organize meetings with staff to follow up the progress of the project’s activities
  • Regularly compile the progress of the project and report to the project manager
  • Assist in organizing or facilitating workshop or other activities that related to the project’s implementation.
  • Play a role as the correspondence between NIPH between NIPH and other stakeholders
  • Be a representative the project to attend project related meetings
  • Play secretary roles for the project supported working groups, including health system research working group working group for public health profession.

NIPH in collaboration with the Institute of Tropical Medicine Antwerp (ITM) would like to explore issues of chronic interstitial nephritis among agricultural communities (CINAC) in Cambodia.

 

Research Purpose and Objectives

 

We aim to explore association between pesticides, in particular Glyphosate, and CINAC among farmers or field workers working in the agricultural fields in Cambodia.

 

Specific Objectives

 

  1. To validate a commercially available rapid test for Creatinine, which will be used in the next project phases;
  2. To explore and document CINAC cases and the use of pesticide, in particular Glyphosate, among agricultural communities in Cambodia;
  3. To explore associations between CINAC and different type of pesticides and different levels of its exposure.

 

Roles and Responsibilities

 

The selected applicant is expected:

  • To be responsible for designing and writing up the research proposal, with the technical support from senior researchers from both NIPH and ITM;
  • To coordinate the project with a research team set up at NIPH;
  • To closely work with ITM and relevant people to develop study protocols for the studies specified in the objectives and related research documents including questionnaires, informed consents, checklists and monitoring forms, etc.;
  • To arrange and submit protocol applications to the National Ethics Committee for Human Research (NECHR) and other IRBs as needed;
  • To conduct data collection, data management, and data analysis, and write up reports or publications;
  • To provide training to other NIPH staffs in epidemiology as requested;
  • To perform additional tasks as assigned by the project coordinator. 

Minimum Qualifications and Requirements

 

  • Be a Cambodian citizen;
  • Holding Master’s Degree in Epidemiology or relevant degrees;
  • Be proficient in using statistical computing software such as, STATA, R-programming, SPSS, etc.;
  • Having at least two year work experience in public health research;
  • Having good command of English;
  • Having good interpersonal skills and being able to effectively work in group and independently;
  • Having knowledge in use of pesticides or agriculture is a plus.

Background

 

National Public Health Laboratory (NPHL), one of the bureaus under National Institute of Public Health (NIPH) is a national reference laboratory assigned by Cambodia Ministry of Health.  NPHL provides Out Patient Department (OPD), Hematology, Biochemistry, Immunology, Virology, Microbiology services and Quality Assurance. NPHL received ISO 15189 accreditation in Feb 28, 2019 from Institute for Quality Management in Healthcare (IQMH), Canada. In addition, The NPHL has implemented laboratory improvement through the laboratory quality management system (LQMS) training program in several provincial laboratories.

After getting experience of ISO15189 accreditation, NPHL will provide technical assistant to NCHADS laboratory to achieve ISO15189 accreditation in the next two years.

Due to high demand of quality improvement of ISO Accreditation implementation, NIPH-US CDC Cooperative Agreement, is looking for a LQMS Assistant to support the implementation at NCHADS laboratory activities to obtain ISO 15189.

 

Qualification

  • Bachelor degree in science related fields, Medical Laboratory Technologist, or Technician Associate degree
  • At least one year working experience in clinical or public health laboratory
  • Knowledge of quality laboratory standards and laboratory quality management system
  • English proficiency (writing, speaking, translating)

Tasks/responsibilities

  • Assist the quality management team of NPHL and NCHADS Lab to ensure that all requirements based on ISO 15189 are fully met and updated, these include but not limited to monitor complete documentation of equipment maintenance, of temperature logs sheets, of QC logs, and Levy-Jennings charts per standard operating procedures(SOP) of NPHL and NCHADS laboratory
  • Assist and effectively coordinate between NPHL and NCHADS, and US CDC team regarding the pertinent meetings, trainings, and preparing all relevant reports.
  • Assist quality manager and lab manager to prepare all required administrative work, and project work plans.
  • Assist quality management team to prepare and perform NCHADS laboratory and NPHL Laboratory internal audits/assessments.
  • Work on other duties as assigned by the NPHL chief.
  • Make regular reports and/or presentations to the NPHL and NCHADS quality manager, and NPHL chief.

 

Other requirements

  • Willing to learn new technical and non-technical skills and share knowledge with teammates
  • Fluent in spoken and written English
  • Skilled in Microsoft Office, Excel and other basic data analysis software
  • Willing to travel to provinces for short periods

Background
National Public Health Laboratory (NPHL), one of the bureaus under National Institute of Public Health (NIPH) is a national reference laboratory assigned by Cambodia Ministry of Health. Due to increased workload of quality improvement with ISO accreditation, coordinating LQMS project, and External Quality Assurance (EQA)/Proficiency Testing (PT) program, NIPH, under the Cooperative Agreement with US CDC, is looking for a LQMS/ISO project assistant to help support activities toward ISO 15189 requirements and to assist in coordination with LQMS project.
 

Qualification
- Bachelor degree in science related fields, or Medical Laboratory Technologist.

- Knowledge of standards laboratory quality management
- English proficiency (written, spoken, and translated)


Tasks/responsibilities
- Assist and work under the direction of the LQMS project coordinator to coordinate the pertinent meetings, trainings, workshops, and onsite/online mentorships.

Background
The National Public Health Laboratory (NPHL) of the National Institute of Public Health (NIPH) is a national reference laboratory assigned by the Cambodia Ministry of Health.  It is an administratively semi-autonomous institution. The NPHL has seven units, OPD, Hematology, Biochemistry, Immunology, Virology, Microbiology, and Quality Assurance unit to provide routine clinical laboratory services including hematology, biochemistry, serology and immunology. Furthermore, NPHL fills its public health mandates as a testing center for vaccine preventable disease surveillances including measles, rubella, Japanese encephalitis, and rabies surveillance in collaboration with WHO and the national expanded program on immunization (EPI). The NPHL is cooperating with the US CDC AI in implementing severe acute respiratory infection (SARI), and influenza-like illness (ILI) surveillance to detect emerging and re-emerging infectious diseases, external quality assessment (EQA) program, and Laboratory Quality Management System (LQMS) Training Program.    

The successful mission of the NPHL is essential for the prevention and control of public health event requires an efficient public health laboratory system. To address to the requirements for achieving our goal and mission, the NPHL is hiring a Laboratory Information System Manager to support in data centralizing and translate information that are generated from the system into specific public health action.

Terms of References

The Laboratory Information System Manager is expected to be in contact with the assigned officer working for US CDC, NPHL, NCHADS, and NIPH and has roles and responsibilities including the following:

`      A. Information System Development and Implementation

  1. Maintain NPHL database by identifying any existing errors (Laboratory Information System, Vaccination System, Stock Inventory Information, EQAS HIV Information System, Calibration Information System, SARI/ILI/AMR Surveillance System, etc.) and make some change and modification based on its practices.
  2. Follow-up the uses of computer system, finding bugs or errors, fix it to maximize quality of information system
  3. Provide training and onsite technical support on ‘How to use computer system’ to relevant staff.
  4. Support in data management and data analyses with the assigned NPHL team members.
  5. Support in generating periodic laboratory statistic in collaboration with the NPHL team members.
  6. Propose a meeting for distributing the produced report to stakeholders under request from chief of laboratory.
  7. Maintain information system implementation that complies with ISO 15189 accreditation.
  8. Provide administration support on information system to ensure its flexibility, responsiveness over the changes of laboratory activities and performances
  9. Initiate in developing new information system to support lab activities by request from chief of laboratory.

       B. Documents and Records Management 

  1. Implement LIS System under defined procedures and ensure staff follow the SOPs
  2. Modify and update written procedure or SOPs according to real practice adhering to quality standard
  3. Update Information System manual if there are any changes to the information system
  4. Provide training on ‘How to read new or updated SOPs’

       C. Cross-cutting Program Support

  1. Provide technical support on retrieving laboratory data when there is a request from Chief of Laboratory
  2. Manage access control system to ensure its work properly
  3. Coordinate with NIPH IT staff and IT service provider to ensure Laboratory IT infrastructure are maintained effectively
  4. Identify budget plan to improve current information system
  5. Any other tasks assigned by Chief of Laboratory

Qualifications:

  • Bachelor’s degree or higher in Information Technology, computer science or a related field of study.
  • Two or more years of relevant experience in information technology and database development.
  • Experience in designing and building management information system in PHP & MySQL Database.
  • Strong computer skill including Ms. Word, Excel and Power Point is preferred
  • Experience in analyzing data and making report in English is preferred.
  • Monitoring and evaluation experience is preferred.
  • Experience in document control is preferred.
  • Experience in ICT training is preferred.
  • Experience in web-hosting management is preferred.
  • Experience in health system is a plus.
  • Good proficiency in English both writing and speaking is a plus.
